The Judiciary moved to amend the bill on page 1, after the enacting clause, by striking out the remainder of the bill and inserting in lieu thereof the following:

ARTICLE 4.  COURT ACTIONS.

§49-4-112a. Adoption attorney’s fee and attorney lists.

(a) Representatives of the State of West Virginia, including persons employed by the Department of Health and Human Resources, shall not recommend adoption attorneys.

(b) The department shall allow attorneys to be placed on a list of adoption attorneys which shall be provided to adoptive parents.
